Our Western Canada Team is set to launch several exciting new projects in the fall of 2024, providing unique opportunities to engage with high-profile clients and drive transformative initiatives across diverse industries. We are looking to grow our team and have several positions & roles to fill.

ROLE:  Project Controls Specialist (Quality Mgmt. & Control)

OVERVIEW:

We are seeking a dynamic and experienced Project Controls Specialist to provide project controls and quality management for a complex technology implementation project involving Oracle Utilities CCS. 

**Please note the following:

  • For this opportunity, YOU MUST be legally eligible to work in Canada, holding either Permanent Residency or full Citizenship status.  Sia Partners is unable to cover relocation expenses at this time.
  • If not local to Edmonton and the surrounding area – you must be flexible to travel and willing to work in-office / on client site minimum 3 days per week (hybrid). Travel expenses would be covered.
  • The TARGET START DATE is OCTOBER 2024

Key Responsibilities

  • Working closely with the Senior Project Manager, and collaborating with the business and system-integrator project stakeholders, you will be responsible for proactive quality control planning and management.
  • Ensure clear and agreed upon quality standards (client and vendors) and management and reporting of those standards.
  • Monitor and evaluate the Program to ensure that its workstreams are meeting budgetary and deadline goals.
  • Gather and analyze project data to keep costs and schedules on track.
  • Work closely with the internal Project Controller for the oversight and management of all project controls activities and deliverables including but not limited to cost management (estimating, forecasting, accruals), scheduling (supporting the PM in scheduling activities within the Program), Reporting (Summary level Program reports which encapsulate cost and schedule performance).
  • Developing processes that can then be monitored, controlled, and reported upon including development and reporting on known performance indicators (KPIs).
  • Provide status reporting and governance to ensure the right level of transparency and accurate project reporting is provided within the Program and to Executive.
  • Collaborate with the PM for the building and maintenance of the master schedule (One Gantt) for the overall Program.
  • Coordinate and collaborate with various project resources including other vendor partner resources to ensure all activities, deliverables, milestones, and a critical path is maintained within the Program schedule on an on-going basis.
  • Report to the Program Leadership Team the progress of all workstreams, including the Tariff Billing project, staffing needs, schedule changes, and project scope.
  • Work with the internal Project Controller to provide monthly forecasting to Capital Planning and communicate overall Program financials monthly to the Program Leadership Team.
  • Escalate any variances to the Program schedule and/or financials such that variances can be understood and actioned.
  • Set up Program budget and revise as required, assists in setting Program team and task schedules.
  • Create and maintain reports addressing all aspects of Program development and completion.
  • Facilitates effective Program document control, document & data management, and retrieval.
  • Report to the Program Manager to confirm document repository formatting and filing system used to manage documents, risks, and issues.
  • Work with Program administrative staff to ensure documents are retained and available for project team members as needed.
  • Document lessons learned at a frequency appropriate for the Program size and complexity.
  • Deploy appropriate tools (e.g., S-curve) that identifies trends and make data-driven decisions to ensure all workstreams stay on track.
  • Support the PM in maintenance of the master schedule for the Program.
  • Provide Program level reporting, to demonstrate progress against baseline, this includes all workstreams including Tariff Billing, Conversion, Reporting, etc

Qualifications

  • Experience in project controls on complex projects and programs.
  • Certification in project controls or project management.
  • Experience in Utilities environment, projects considered an asset.
  • Experience in project controls software such as primavera, MS project, Excel, etc.
  • Experience in managing project cost controls.
  • Extensive experience in risk management.
  • Experience developing quality standards, a quality management plan and  execution of that plan to assist in proactive project monitoring.
  • Experience in Oracle Utilities CIS replacement or implementation projects will be considered an asset.
  • Experience and familiarity with the energy utilities sector, especially in Alberta, will be considered an asset.
